In this talk I will describe multiple related threads of research examining communication under external constraints — constraints due to a) fundamental natural limits, b) oppressive governments, and c) poverty and resource unavailability. Today, work on these topics is conducted under conventional monikers such as a) green computing, b) Internet freedom, and c) ICTD, but seldom are the potentially valuable cross-disciplinary aspects explored. I will describe a few ongoing projects to build resilient, low-cost, and low-power communication systems and discuss their use in a variety of contexts.
